Objective: It aims to provide policy suggestions for the promotion of multi-level medical services. Methods: Based on the data of non-basic medical services in four tertiary hospitals in Shanghai，the trend of development status of non-basic medical services is analyzed. Results: (1) The patient demand for non-basic medical services is more sticky compared to basic medical services; (2) the patient demand for special medical services shows a trend of hierarchy and diversification; (3) the differences in sub-average costs between non-basic medical services and basic medical services are mainly reflected in registration fees，followed by costs such as examination and laboratory fees. Conclusion: The development of non-basic medical services is conducive to the sustainable operation of hospitals，but the development of non-basic medical services should be well regulated in terms of service content，among which commercial insurance has a better application prospect in terms of regulation and reducing patients' burden.
