Objective: Through the division and analysis of the changing stages of the health care integration policy in Henan Province，it discusses the reasons for the policy changes in order to provide policy and decision-making references for the path optimization of the health care integration policy in Henan Province. Methods: A framework model of advocacy alliance was built to analyze the reasons for the changes of the health care integration policy in Henan Province. Results: The learning of external events and policy orientation will promote the alliance to revise its own beliefs. The changes of belief system and the game of advocating the alliance will lead to the evolution of the health care integration policy. Conclusion: The general ideas and principles for the future adjustment and change of the policy of health care integration are proposed，which include continuing to practice the "people-centered" development concept，deepening the learning of policy orientation，and improving the governance mechanism of multi-faceted collaborative participation.
