    摘要:

    目的:制定妇幼保健机构绩效评价指标权重。方法:应用线性功效系数法将主观方法(专家打分法)与客观方法(CRITIC法)相结合制定妇幼保健机构绩效评价指标的组合权重。结果:计算确定了妇幼保健机构绩效评价指标的组合权重,以G目的:构建绩效评价指标体系,对A省三级妇幼保健机构进行绩效评价。方法:应用专家打分法与因子分析法建立指标体系;应用主客观组合赋权法确定指标权重;应用综合评分法对A省妇幼保健机构绩效进行综合评价。结果:构建了包含5个一级指标、22个二级指标的指标体系并确定了指标权重;A省妇幼保健机构绩效综合评价结果与专家意见和社会评价基本相符,需重点关注本省机构的持续发展能力。结论:应用主客观组合赋权方法确定妇幼保健机构绩效评价指标体系,能够反映指标重要程度和指标间内在关联,具有一定的科学性和实用性。建议在妇幼保健机构绩效考核工作方面,提高数据质量、强化培训、加强结果应用;在机构建设方面,重点提升机构持续发展能力。

    Abstract:

    Objective To establish a performance evaluation index system of maternal and child health care institutions to comprehensively evaluate the performance of the institutions in A Province. Methods Expert scoring method and factor analysis method was used to establish the index system. Linear efficacy coefficient method was used as subjective-objective combination method. Comprehensive scoring method was used in the performance evaluation of the institutions in A Province. Results A performance evaluation index system of maternal and child health care institutions was established. The evaluation results matched expert opinion and social evaluation. The sustainability of institutions in A Province should be focused on. Conclusion It is scientific to apply the subjective and objective combined weighting method to determine the weight of performance evaluation indicators in maternal and child health care institutions. Data quality, training, application of evaluation results, capacity for continuous development should be focused on.
