The integration of urban and rural residents’’’’ health insurance is an inevitable requirement for building a healthy and well off society in china. Sanming, Fujian integrated the New Rural Cooperative Medical System and The Urban Resident Basic Medical Insurance into Basic Medical Insurance for Urban and Rural Residents. There are many highlights, of which the most important is realizing integration through the establishment of Medical insurance fund management center. There are also some problems, mainly unscientific financing mechanism and inadequate service ability of primary medical institutions. In the next reform, it is necessary to adjust the financing and compensation level through scientific estimates, and to reinforce the effectiveness of the integration by strengthening the ability construction of grass-roots institutions.
