Objective:To analyze the causes and countermeasures of the implementation inefficiency of the contract community health service policy.Methods:Innovatively using the French organization theory and based on the power and rules of the organization to build an analysis framework of organizational actors adapting to the general organization.On the basis of this and combined with the characteristics of contract health service,we construct a new organizational structure of contract health service and analyze the low efficiency of policy implementation from the three relations among the actors, the power and the rule. Result: we should focus on power and rule to improve the efficiency of the contract health service policy implementation from three aspects: dividing the power of actors reasonably, optimizing the organizational structure, adjusting the interests of actors relations and playing the role of rule to perfect incentive mechanism.
