Abstract:Singapore emphasis the individual responsibility in financing and provides healthcare security for vulnerable population, e.g. the people of low-income, disabled, elderly and children. Medisave accounts for the core position of Singapore’’s healthcare security systems. This study do a comprehensive analysis of Singapore’’s comprehensive and multi-level medical assistance system from the whole healthcare security systems perspectives, and concluded three lessons which are valuable for China. Firstly, setting a rational medical assistance scope. Secondly, implementing designated medical institutions treatment systems, and primary institutions first. Thirdly, introduction of social forces during the management of medical assistance.
