Abstract:Objective: To analyze and study the social movements in health financing conditions and explore diversified financing channels, to provide a scientific basis for improving the situation and the ability of the social health financing of Gansu Province. Methods: This research used the dates come from total health expenditure accounts in Gansu Province, then calculate the growth rate, analyze the trend of change. Results: For 20 consecutive years, the social health expenditure in Gansu Province showed "W" characteristics which showed a significant downward trend from 1995 to 2002, the proportion of total expenditure on health in 2002 showing the lowest proportion, only for 18.87%; and 2003 to 2005, present the first rise and declined subsequently . The proportion of total health expenditure was 28.82% in 2014. The proportion of social health expenditure in social basic medical insurance and social medical expenditure was low and the proportion of commercial insurance was low in 2014, 9.54%. In 2014, the proportion of social health expenditure in total health expenditure in Gansu Province was lower than the national average level about 10 percentage points. The per capita social health financing was only for 633.69 yuan, lower than the national average which is 350 yuan. Conclusion: The financing capacity of social health in Gansu Province growing slowly, and financing capacity seems seriously shortage. The financing mode and channels need to be optimized soon.
