Abstract:Objective: To understand the geographic equality of health resources allocation in Hebei Province in 2014, and to provide the basis for the formulation of the ‘13 th five-year medical service plan of Hebei‘. Methods: Collected the numbers of medical institution, health staff and bed in 11 cities of Hebei province in 2014, and evaluated the geographical distribution equality of health resources by Lorenz curve, Gini coefficient and Theil index. Results: The Gini coefficients of all kinds of health resources ranged from 0.420 to 0.529, the total Theil indexes were between 0.264 and 0.382 . After divided 11 cities into 2 regions, the Theil indexes within regions were between 0.020 and 0.077, and indexes between regions were form 0.239 to 0.329, and the contribution ratio of indexes between region were all more than 75%. Conclusion: The distribution of health resources was unequal in Hebei Province. The main reason for this unbalance was the allocation difference between Bashang and other region. Population distribution and geographic distribution should be considered when government formulates the allocation standards of health resources.
