Abstract:Objective: To understand the current status of health resources allocation in Hubei Province so as to provide data support and scientific basis for the optimization and adjustment of medical and health resources allocation in the regions. Methods: The distribution of medical institution, hospital beds and health workers of 17 cities (states) in Hubei province were assessed by descriptive statistics and rank sum ratio(RSR). Results: During the 12th Five-Year Plan period(2011-2015), the per person accounts of health resources rose significantly, with reasonable of health resources allocation in Hubei province . The RSR are used to evaluate the main health resources allocation in the regional, the results are classified as 3 levels: the poor allocation in Xiaogan and Suizhou, the better allocation in Yichang and Enshi, the rational allocation in the rest of the city (state). Conclusion: there exits unbalance phenomena in the distribution of health resources, with the significant differences of human resource allocation between regions. The resource elements of allocation structure are seriously unbalanced and there are not enough paramedics in grassroots in the parts of Huber province
