    摘要:

    乡村医生作为农村居民的健康守门人,具有巨大的社会价值。薪酬和待遇问题一直都是这支队伍关注的重点,尽管围绕乡村医生收入待遇的政策不断出台,但该问题依旧凸显。当前财政补助作为乡村医生收入主要来源,数量和稳定性均得不到保障,其服务价值也不能够体现。随着乡村医生职业建设的逐步开展,乡村医生的职业属性,职业特征将不断明晰,乡村医生更需要一种稳定的职业薪酬制度来提高职位吸引力,以稳定队伍。本研究在分析当前收入补助政策的不足之处的基础上,深入探讨乡村医生的价值,提出建立乡村医生职业薪酬制度的设想,并对该制度进行初步设计。

    Abstract:

    Village Doctors are the health gatekeeper in rural areas with great social value. Payment and welfare have always been the most concerned by this group. Many policies around the village doctors’ income were launched, but the problems are still prominnent. The financial subsidy from government, the current main source of village doctors’ income, neither can give village doctors stable earning, nor reflect the true social value. Along with the gradual development of village doctor occupation, the attributes and characteristics will be clearer. A more stable payment system is needed to improve position attractiveness and group stability of village doctors. In this manuscript, we analyzed the deficiencies of current income policy, explored the social value of village doctors, and put forward to the design of payment system.
