Abstract:Objective: To analysis the implementation effect of global budget payment in the pilot hospital and provide reasonable advices to improve the implementation planning of the global budget payment reform. Methods:By using the qualitative interviews, descriptive statistics and method of Interrupted time series analysis, compare changes of the indicators including average length of stay, average hospitalization expense, number of discharged patients before and after the reform. Results: After the reform, the growth range of the total hospitalization expenses and the number of discharged patients slow down, the average hospitalization expense has been remarkably decreased but the average length of hospitalization has been increased. Conclusion: Emphasis should be given to the harmonization of payment reform measures towards different health insurances. The global budget reform should be in line with other payment methods such as per diem, case-based payment and DRG. Comprehensive assessment and regulatory program need to be taken to support the implementation of global budget reform.
