Abstract: In the field of health services, corresponding with resources and capacity in economics is health resources and capacity of health service supply, whose relationship is the important factor of division and cooperation and benign interaction of hierarchical medical institutions. However, Inversion of health resources and health dislocation of service supply capacity exacerbates the agglomeration degree of patients in in the third level of medical institutions in the impact of wrong medical concept, vicious interaction and mutual competition among hierarchical medical institutions has become an important obstacle of the implementation of hierarchical medical services. Therefore, its mechanism needs to be clarified and corresponding policy recommendations put forward.
